A Massachusetts school district is going ahead with plans to give condoms to students even without their parents' consent, but because of an outcry from Gov. Deval Patrick and others the district will consider excluding students in grades one through four.

Mass. school will rewrite policy to ensure no young children receive condoms.The Provincetown School District -- the smallest in the state of Massachusetts -- will take a "relook" at the sex education policy that created a firestorm this week, according to School Superintendent Beth Singer.

Massachusetts Gov. Deval Patrick , a Democrat, intervened Thursday in a fracas over giving condoms to Cape Cod elementary students as young as first grade.

On June 10, the the seaside resort town voted unanimously for a sex education policy allowing all children -- elementary and high school students -- to seek out a counselor and obtain condoms without parental permission.

She told ABCNews.com that the policy had been "misinterpreted and misunderstood" as reporters descended on the small community Thursday, asking why it had authorized condoms for first graders.

Some locals called the new policy "ridiculous and absurd," and "disgusting."

"I think this should be a parent's decision," said Charlie Hanson.

"I think it is going a little too far," said Constance Black.

School officials said they believe in abstinence, and that the policy was intended to encourage students who are having sex to protect themselves and their partners.

"We were never giving condoms to elementary school children," said Singer. "It's for sexually active people, and we don't see that as relevant to elementary school."

"You turn on the television and 24/7, there is sex," she said. "And it is possible to have a young teenager in the sixth grade. So the school committee didn't want to eliminate anyone to having access for whom it was relevant."

 According to 2006 statistics from the Centers for Disease Control and Prevention, about 7 percent of teens who reported they'd had sex said they had it for the first time before the age of 13.

I for one think indiscriminately handing out condoms to school children of any age implies approval and/or consent.

I did my job as a parent. And I did it quite well. I don't want the schools teaching their brand of religion to my children and I don't want them teaching their brand of sex-ed to my children.

Condoms have no right being handed out to any child without the parents consent.  You say it is not about the parent....WRONG....if it pertains to my child then yes it pertains to me.

I think I'll just agree to disagree with you on this one. Respectfully, of course.

I believe I have the right as a parent to know what's going on in my child's life. Fine with me if the school wants to hand out condoms, but ask me first. Fine with me if the local snake-handling "preacher" wants give a sermon in first-period class. But let me know, so I can keep my child home that morning.

That is the real problem with education in America today. Parents want to micro manage. Lets teach the controversy! If you have already had the sex talk what is the big deal? If you havent, America doesnt need anymore ignorant pregnant kids because as an adult you have a hang up about how mammals reproduce.  You say it is not about the parent....WRONG....if it pertains to my child then yes it pertains to me.Once upon a time we let schools teach. Now everyone wants to opt out of this and opt out of that and then we wonder why all of the kids havent been taught.

Not everyone! Some of us still take a VERY active part in our children's education.

And what about the kids who dont have a good home life?

Do they not need this education?

So what if your kid or my kid gets a rubber from school?

If it keeps a few kids from getting knocked up or getting a disease I say go for it.
