Your presentation to the employees was a message of good tidings presented with a professional demeanor and dignified authority. You conducted yourself with excellent speech, mannerisms and with a confident knowledge of the presented material. This is the first time that I have observed you in a presentation mode and you articulated your message with ease and clarity. Consider this a pat on the back or an attagirl.

The fact that you gave the employee presentation and required that your staff be present is proof that management cares and that management is dedicated to the success of the institution. You sent the message that ìwe ëallí are in this togetherî. You gave a strong indication of a management group with ìOrganized Leadershipî and accountability as a priority. This management group appears to have an ìesprit de corpsî and relaxed togetherness that should allow for a high level of group performance.

The ìStrategic Planî composed of six points of critical categories for growth and stability with new and repackaged products and services, employee consideration, physician needs and consideration, facilities and processes capital investment, while maintaining a community focus and all with a caring commitment is excellent planning and a mark of clarified commitment with superior leadership.

Your comments concerning the financial turnaround from ($2.71 million) to $2.77 million over a 12 month period is remarkable and another indication of successful management. However, caution for certainty of action is required. Emotional exuberance that causes an irrational response must be avoided and certainty of action must be understood and assured.

The planned cooperative agreement to construct a free standing Cancer Center on the BRMC campus and the creative financial arrangement of land and services as part of BRMCís investment for a 51% ownership stake is another level of vision achievement and commitment to job security and business progress and stability.

Success has its reward with the knowledge and satisfaction of a job well done. You and your staff have pursued a goal with a successful result. Thank you.

Dear Electorate,
I am writing this letter to ask for your vote and support of Mike Hymes in his quest to become your elected County Representative (Tazewell County Southern District Board of Supervisor). Mike is working hard to explain his attributes to the electorate. Mike is a small business owner and as such has an understanding of business principles that he can use for the benefit of Tazewell County residents as their elected Supervisor.

Mike Hymes is campaigning for the supervisor position that was recently vacated by Delegate Dan Bowling after Dan was elected to the Virginia House of Delegates in the special election held this past January 2006. Mike is the Democrat candidate and can work with other elected Democrats to successfully conclude important Tazewell County issues. A letter of Mike Hymes endorsement from Congressman Fredrick C. Boucher is included with this letter for your information.

Mike Hymes is a lifelong resident of Tazewell County having attended Tazewell County Schools and graduating from Tazewell County High School in 1967. Mike married his high school sweetheart, Cecelia G. Hymes, and together they raised two sons, Martin and Aaron, here in Tazewell.

Mike Hymes is proud of his local heritage and equally proud of his local community service having served the local, State and National United Way Organization. Mike Hymes has served as State President of United Way, Board member, United Way of Southwest Virginia President and Vice-President, Vice-President for fund raising and Vice-President for fund allocation. Mike Hymes is a life long member and leader of the Tazewell Main Street Methodist Church having served as Chairman of the Pastor Parrish Committee, as a member of the Finance Committee, a Church Lay Leader and a member of the Church Administrative Council.

A general overview of Mike Hymes position on several issues are included for your information and hopefully will provide you the information necessary to help you decide which candidate to support with your vote. Mike needs your vote and support and appreciates your interest in the affairs of Tazewell County.

EDUCATION:
Education is the most important ingredient for success and is the foundation on which to prepare our children and give to them the ability to sustain growth, prosperity and an acceptable standard of living to present and future generations.

As an elected representative of the people it is our duty to provide good stewardship over our education system. We need to provide to our children the very best education possible so that our children can compete in this complicated society.

Tazewell County has an excellent education system and I will continue the growth and prosperity currently experienced. I will strive to insure to the educators the means and the resources necessary to continue with the premise of providing our children with the best education possible

ECONOMIC DEVELOPMENT:
Economic development to create jobs is the only means available to keep our children home. Elected representatives must work together with private sector economic entities to create a common objective that will provide the growth that creates jobs.

Tazewell County is presently working toward this priority by building an industrial park enterprise area between Springville and Bluefield, Va. Broadband cable and a sewage system from the Eastern to the Western end of Tazewell County is underway, job creation in Pocahontas is progressing and Congressman Boucher has other plans for growth and prosperity in Tazewell County.

 I have a good relationship with Congressman Boucher and together we will work for a strong and cooperative economic development program that provides opportunities to the citizens of Tazewell County. Current County representatives are pursuing an aggressive economic development program and I will cooperate to continue this trend.

HEALTH CARE:
Tazewell County citizens are struggling to secure healthcare needs. I view this as an emergency situation and will work with other elected officials to bring affordable and assessable healthcare to Tazewell County citizens.
Congress Boucher just opened the Tazewell Community Health Clinic which will provide services to more than 3,800 patients a year. This non-profit clinic will provide high quality health care to residents regardless of their ability to pay. I will work and cooperate with Congressman Boucher and others to continue with the development of other like facilities.

TAXES:
Tazewell County must consider the needs of citizens on low and fixed incomes when setting the tax rate for personal and real property taxes and fees on services. Citizens of Tazewell County should not be over burdened by excessive taxes or fees. Revenue to support continued growth and prosperity is important and this current board has shown frugal monetary management while at the same time insuring sufficient resources to the school system and for economic development. I will continue to view taxes as a burden on low income and fixed income citizens while deciding to fund essential services and other crucial county revenue needs.

CRIME:
Support for current drug enforcement programs that effectively reduce drug use and recidivism by offenders is a high priority. Our Sheriff and Commonwealth Attorney are doing a good job and anything I can do to support their successful effort is my goal.
 
INFRASTRUCTURE:
Continued support to provide county citizens with good roads is a priority. Water and sewage issues are critically important for health and economic development reasons and continued progress to provide good drinking water to all county citizens is the goal and will be stressed by the Tazewell County Public Service Authority. Sewage issues are a high priority and the Public Service Authority needs to be proactive to secure sewage development money or set the tone by lobbying for an important sewage monetary grant program at the State or Federal level.

Mike Hymes believes in family values, friendship, the church and helping others and these attributes are demonstrated by his many community service contributions. Mike Hymes is a ìStrong Clear Voice for the Citizens of the Southern Districtî.

Mike Hymes respectfully asks for your vote and support for the Southern District Supervisorís position this November 7, 2006.

1)   Approximately 26% of Tazewell County residents are without healthcare insurance. This is unacceptable and must be corrected: What is your response to this issue and will you work to provide more medical access to the local community?

2)   Our local Sheriff and Commonwealth Attorney have a proactive drug interdiction program that is effectively fighting the local illegal drug problem. As County Supervisor what are your plans in this regard?


3)   What is your understanding regarding the authority to levy County taxes and what authority do you as a supervisor have that can supersede State mandates?

4)   Our local school system has asked for support from elected officials with its proposed VISTA plan, are you aware of this request and what is your position on this issue?


5)   What is your position regarding the recent state mandated local Real Property reassessment and do you believe that the rate set by the current Tazewell County Board of  Supervisors is justified?


6)   Do you believe that Tazewell County teachers are overpaid? What will you do in regard to funding of important school issues?


7)   What is the sum total of the tax revenues collected by Tazewell County from its citizens and how much does the County contribute toward the Tazewell County School budget?


8)   As a citizen of Tazewell County do you believe that the current Real Property tax levy of $0.58/$100 of assessed value is justified and if not what will you do as a supervisor to correct to the appropriate level you think is correct?


9)   What is your opinion of current Tazewell County officialís performance and how would you differ specifically should you be elected?

Anyone who attended the Supervisorís debate at the Tazewell Middle School last night observed that both of the candidates opposing Mike Hymes were far from adequate and without issues of substance. They were not versed with a working knowledge of Tazewell County affairs nor were they able to articulate any ideas that would be required to move Tazewell County forward. Mike was the articulate candidate most able to explain his position and generally explained what he would do as Supervisor. I believe it is clear that Mike Hymes is the best candidate for Tazewell County Southern District Supervisor and the one that both you and I should support. Please help me get Mike elected.

Re:  School Mandatory Student Uniform Clothing Policy

Dear Sir/Madam:
Are mandatory “School Uniforms” right /wrong, good/bad, a problem or a solution that is the question that you need to answer with a public concurrence for support? Since the Tazewell County, Virginia School system placed this issue in the public domain for debate and discussion, many people have expressed their opinion to me opposing this issue.

Based on limited research and available data my initial response is a resounding negative.
•   There is no hard evidence that uniforms impact learning and achievement in a positive manner.
•   Research demonstrates a need for students to maintain separate clothing for outside school wear. Will students wear uniforms for dating?
•   Marginal students with little incentive to attend school will “opt out” by quitting school.
•   Uniforms are a draconian control system used by members of Fraternal Orders, Prisons, Military Units, and Parochial Enclaves as methods to set apart segments for special identity.
•   Discipline is better controlled by a standardized “Code of Conduct” that specifies intervention and prevention by coaching, encouraging and communicating.
•   Improved awareness to interdict and detect unacceptable behavior with explanations and examples for understanding and correction yield beneficial results.
•   Teacher/parent/student communication with a working relationship work.

Combating inequality, setting reachable standards, requiring accountability, standardizing educational offerings for maximum learning productivity are some of the critical categories necessary for student achievement and successful instruction. Instructor knowledge presented with a respect for student attitude and a commitment to excellence produce results. Providing a learning environment with a singular instructional component to each student is recommended. The Instructor/student relationship is important and results related, therefore class size affects individual instruction possibilities and student performance.

Without collaborating data to support claims made by proponents of this "Mandatory School Uniforms" issue and the ground swell of Tazewell County citizen opposition, it is my decision to recommend against this proposal as non-beneficial for student instruction/safety/behavior and demand that our School Board not enact this “Mandatory School Uniform Clothing” policy. I also call on our County Supervisors to monitor this issue and if necessary play financial hardball with the School Board to protect the citizen contribution and parent authority.
