It's called the Player Developement Prgram and it's ran by the east river soccer association. Here's a brief run down:
 There are scheduled practices coached by local college soccer players. Participation in practice is strongly encouraged but not required in order to play.
Games are on Saturday and Sunday
At each game the players are evenly divided based on skills, and then a random draw
All games will have a referee and each side a coach
Cost is $40/player
Season begins on April 12th

I just checked out the web site.  It does not say anything about it. 

I do not like their new layout of the site.  Not as much information as before.  I like the old one better *yk*

Go to The East River Soccer Association

They have a great program for younger children.  I think your boys would love it.  They have sign up forms that you can print off.  You just fill them out, send it in with your money and wait for the call.

The children usually practice 2 nights a week.  The games are Sat. and Sun.  The Sun games do not start until 1pm. Sat games usually start around 9am

After middle school some athletes drop out of sports and get jobs  to pay for cars, insurance, clothing, etc. and also, to concentrate on high school academics.  Work ethnic and studying may be a better payoff in the long run.
